幕府の開陽丸発注に伴いオランダへ留学し帰国後、幕府海軍の指揮官になる。
戊辰戦争では旧幕府軍を率いて蝦夷地を占領、蝦夷共和国の総裁になる。
箱館戦争で敗北し降伏後、東京の牢獄に2年半投獄。
敵将黒田清隆により釈放され明治政府に仕える。
開拓使で北海道の資源調査を行い、
駐露特命全権公使として樺太千島交換条約[1875年]を締結。
樺太での日本の権益を放棄、得撫島以北の千島18島が日本領となる。

Born in Tokyo, Japan October 5, 1836-October 26, 1908 [August 25, Tenpo 7-October 26, Meiji 41] Samurai / Governor of the Republic of Ezo / Vice Admiral of the Navy

He studied abroad in the Netherlands with the order of Kaiyomaru of the Shogunate, and after returning to Japan, he became the commander of the Shogunate Navy.
In the Boshin War, he led the former Shogunate army to occupy Ezo and became the president of the Republic of Ezo.
After being defeated in the Battle of Hakodate and surrendering, he was imprisoned in a prison in Tokyo for two and a half years.
He was released by enemy general Kuroda Kiyotaka and served the Meiji government.
He was a pioneer and conducted a resource survey in Hokkaido.
He signed the Treaty of Saint Petersburg [ Sakhalin Kuril Exchange Treaty 1875 ] as an envoy to Russia.
He abandoned Japan's interests in Sakhalin, and 18 Kuril Islands north of Urup became Japanese territory.
